UPDATE: Man killed in Bronzeville drive-by

UPDATES WITH ID

A 27-year-old man was killed in a drive-by Saturday in Bronzeville on the South Side.

About 6:40 p.m., the man was inside a vehicle in the 200 block of East 41st. Street when a black SUV following from behind drove up beside him and someone inside opened fire, Chicago police said. The SUV fled the scene westbound on 41st Street.

Carlos M. Allen was struck multiple times and rushed to The University of Chicago Medical Center in critical condition but later died, police and the Cook County medical examiner’s office said. He lived in Princeton Park.

An autopsy released Sunday found he died of multiple gunshot wounds, the medical examiner’s office said.

Area Central detectives are conducting a homicide investigation.


Student from Atlanta’s Morehouse College reported missing in Englewood

A student from Atlanta has been reported missing in Englewood on the South Side.

Jalen Shelton, 19, was last seen Tuesday in the 1400 block of West 72nd Street, according to Chicago police.

Shelton, who is 6-feet-3, attends Morehouse College in Atlanta and may be in a confused state of mind, according to a police spokesperson, who could not elaborate.

A flyer from the Missing Persons Awareness Network says Shelton took a random flight to Chicago and is unfamiliar with the city.

He was last seen wearing a burnt orange t-shirt, blue jeans, with socks and sandals, police said.

Anyone who knows his locations is asked to call Area Central detectives at 312-747-8274.

UPDATES WITH CORRECTED NARRATIVE FROM POLICE

A 78-year-old man was killed Monday in a two-vehicle crash in Brighton Park on the Southwest Side.

The man drove his vehicle forward from a stop sign on 36th Place at California Avenue about 9 a.m. when a northbound Ford Taurus on California t-boned his driver’s side, according to a Chicago police crash report. There are no stop sign or light on California at that location.

The Ford continued forward, crashed into a pole farther down the block and burst into flames, the report states.

Officers responded and found the 78-year-old’s vehicle stopped on a sidewalk, the report states. He was taken to Mt. Sinai Hospital, where he was pronounced dead less than an hour later, police and the Cook County medical examiner’s office said.

The driver of the Ford, a 21-year-old man, was taken to the same hospital with a broken knee, police said. A passenger in the Ford refused medical attention.

An autopsy released Tuesday found the 78-year-old died from blunt force injuries to his chest from the crash, the medical examiner’s office said.

A police spokesperson initially said the 78-year-old’s car had struck the other car in the crash, but clarified on Wednesday that his car was actually hit.

Chicago police’s Major Accidents team is investigating, police said.

UPDATES WITH DETAILS FROM CORONER

(JOLIET) A 16-year-old girl reported missing since Sunday from southwest suburban Joliet was found dead Tuesday in the Des Plaines River.

Lesly Reynoso was last seen about 4 a.m. Sunday when she was picked up by a teenager who said he dropped her off near I-80 and Briggs Street, according to a missing person flyer posted to Facebook by Joliet Mayor Bob O’Dekirk’s office.

Officials updated the posts at 6:26 p.m. Tuesday to announce that Reynoso’s remains had been found.

Her body was recovered in the river near the I-80 bridge in Joliet, according to the Will county coroner’s office.

Illinois State Police Sgt. Jacqueline Cepeda said a death investigation is “open and ongoing.”

The coroner’s office performed an autopsy Wednesday but said a final determination of Reynoso’s cause and manner of death was pending a review of police, autopsy and toxicological reports.

The Collins Street Neighborhood Council will hold a candlelight vigil for her at 7 p.m. Wednesday at the Spanish Community Center in Joliet.

Woman missing from South Loop returns home safely

A 52-year-old woman reported missing from the South Loop has been reunited with her family.

Wanda Draughon was last contacted Aug. 15, Chicago police said. She was missing from the 1400 block of South Canal Street.

Police said Wednesday that Draughon has been located safely.

UPDATE: Driver flees vehicle crash that kills 1, injures 3 on Near West Side

UPDATE WITH INTERSECTION REOPENED

One person was killed and three more were seriously injured in a vehicle crash Thursday on the Near West Side.

A 1999 Pontiac Montana minivan was southbound on Halsted Street about 2:20 a.m. when it ran a red light at Madison Street and was hit by a westbound Toyota Camry, Chicago police said.

A 28-year-old passenger in the minivan was taken to Stroger Hospital, where he was pronounced dead, police said. Three women in the minivan, 21, 32 and 27 years old, were taken to Stroger and Northwestern Memorial Hospitals in serious-to-critical condition but are expected to live, according to police and Chicago fire officials.

The minivan’s driver, a female whose age is unknown, fled the scene after the crash, police said. She has not been taken into custody.

The driver of the Toyota, a 42-year-old man, and his passenger, a 35-year-old man, were treated on the scene.

Chicago police’s Major Accident Unit is investigating.


Arizona men arrested in Orland Park on weapon, drug charges

Three Arizona men were arrested in southwest suburban Orland Park last weekend after they were allegedly found with weapons and drugs in their vehicle.

Officers began a drug investigation after receiving a tip that a suspected heroin dealer from Arizona was in the area, Orland Park police said. They arranged a meet-up for 5 p.m. Aug. 24 in the 7100 block of 159th Street, and stopped the pickup truck of the suspected dealer, which was towing another vehicle.

As officers approached the vehicle, they allegedly saw Hector Acosta-Feliz, 28, holding a bag of crystal meth, police said. When the two other occupants, 26-year-old Johnnie Lee and 45-year-old Taurence Lopez, got out of the vehicle, officers saw guns on the floorboards by their feet.

Owners of Matteson counseling center indicted on Medicaid fraud charges

The owners of a south suburban youth counseling center were indicted on federal charges that they defrauded about $4 million from Illinois’ Medicaid program.

The indictment, returned Tuesday in U.S. District Court, accuses Laynie Foundation Inc. co-owners Summer Matheson and Terrence Ewing and employee Richard Grundy of health care fraud, according to a statement from the U.S. Attorney’s Office for the Northern District of Illinois.

Prosecutors said the trio billed Medicaid for more mental health counseling services than the Matteson-based foundation provided from 2011 to 2018. They also allegedly sought Medicaid payments for activities that aren’t reimbursable, including internal case reviews, staff training, clinical supervision and record keeping.

Matheson is also accused of ordering foundation staff to backdate and falsify patient records to make it look like a licensed professional reviewed and approved certain services in an attempt to cover up the fraud, prosecutors said.

Matheson, 41, and Ewing, 57, who both live in Dyer, Indiana, are each charged with six counts of health care fraud, prosecutors said. Grundy, 34, of Chicago, is charged with five counts of health care fraud. Matheson is also facing one count of obstruction of justice.

The state and federal governments filed a civil lawsuit against Matheson and Ewing in 2017, claiming they and the Laynie Foundation violated the federal False Claims Act by overbilling Medicaid. The suit is still pending in federal court.

Windowpane falls from 25th floor of Gold Coast high-rise

No one was injured when glass fell from a building Thursday in the Gold Coast.

Shortly before 9 a.m., the outer pane of a two-layer window fell from the 25th floor of a building at 9 W. Walton St., according to Chicago police and fire officials.

No injuries were reported and a glass company was called to the building for repairs, Chicago Fire Department spokesman Larry Merritt said.

State Street remains closed between Walton and Delaware because of the fire department response, according to the city’s Office of Emergency Management and Communications.

Man in custody after woman stabbed to death in Washington Park

Police arrested a man after a woman was found stabbed to death Thursday in Washington Park on the South Side.

Someone called 911 asking for help shortly before 8 a.m. in the 300 block of East 53rd Street, according to Chicago police. Responding officers found the woman dead with stab wounds inside an apartment building.

The Cook County medical examiner’s office has not released details about the fatality.

A man was taken into custody and Area Central detectives are conducting a homicide investigation, police said.

Former CPS employee charged with sexually assaulting 3 young girls

A former Chicago Public Schools employee wanted for sexually assaulting three young girls turned himself in to police earlier this week in Englewood on the South Side.

James Wilson Jr., 67, is charged with three counts of predatory criminal sexual assault of a victim under 13 and one count of aggravated criminal sexual abuse of a victim under 18, according to Chicago police.

Officers contacted Wilson after three victims reported that he sexually assaulted them when they were as young as 10 or 11 years old, police said.

One victim reported being assaulted by Wilson between October 2004 and October 2015, according to police. Another reported being assaulted between November 2001 and November 2012. The third victim reported being assaulted between February 2016 and February 2017.

A Chicago Public Schools spokeswoman said Wilson previously worked for the district but “he has not been employed at CPS since 2009.” CPS officials did not immediately specify what Wilson’s role was, or which school or schools he worked at.

Wilson, who lives in Gresham, surrendered to police about 1:15 p.m. Tuesday at the Englewood District police station, 1438 W. 63rd St. He is expected to appear in court for a bail hearing Thursday, police said.

Man stabbed during fight in Loop

A man was stabbed during a fight Tuesday in the Loop.

The 21-year-old was involved in an altercation with another man at 10:51 a.m. in the 300 block of South State Street, according to Chicago police. During the fight, the man stabbed him in the lower right side of his back.

He was taken to Northwestern Memorial Hospital, where he was stabilized, according to police and Chicago fire officials.

The suspect was described as a 5-foot-4 to 5-foot-5 man wearing a red hat, a white shirt and black pants with multiple zippers on them, police said.

No one is in custody as Area Central detectives investigate.


Batavia school bus monitor charged with sexually abusing child

(BATAVIA) A west suburban school bus aide has been charged with sexually abusing a child on a bus earlier this week.

Ronald A. Spychalski, 79, is charged with one felony count each of aggravated criminal sexual abuse and sexual exploitation of a child, according to a statement form the Kane County state’s attorney’s office.

Spychalski, who lives in St. Charles, is accused of sexually abusing a child younger than 13 on a bus Tuesday, prosecutors said. Another student overheard the victim talking about the incident and told her parents, who called police.

Spychalski works as a bus monitor for Illinois Central School Bus Co., which is contracted with Batavia Public School District 101, the state’s attorney’s office said.

Kane County Associate Judge Keith Johnson set Spychalski’s bail at $50,000 during a hearing Thursday, prosecutors said. If he is able to post bond, he will be prohibited from having unsupervised contact with anyone under 18.

His next court date is set for Sept. 13.

A former Chicago Public Schools security guard was ordered held without bail Thursday on charges he sexually assaulted at least four girls under age 12 since 2001.

Judge John Fitzgerald Lyke denied bail for James Wilson Jr., 67, on three felony counts of predatory criminal sexual assault and one felony count of aggravated criminal sexual abuse during a hearing at the Leighton Criminal Courts Building, 2650 S. California Ave.

”Let the record be perfectly clear, (Wilson) is presumed innocent,” Lyke said. “But to listen to all this, over years, with so many minors, is mind-boggling. It shocks the conscience, if this is true.”

Investigators contacted Wilson, who lives in Gresham, after three of the victims reported the assaults, according to Chicago police. Wilson turned himself in to police about 1:15 p.m. Tuesday at the Englewood District police station, 1438 W. 63rd St.

He inappropriately touched the first victim “on 15 to 20 separate occasions” in 2001 when she was 10 or 11 years old, according to Cook County court documents. He is also accused of exposing himself, asking for sex and offering money for sex.

The second victim was an 11-year-old student at a school where Wilson worked as a security guard in 2004, prosecutors said. He sexually assaulted her multiple times and took photos and videos of himself performing sex acts on her.

Wilson is accused of sexually assaulting the third victim multiple times between 2013 and 2015, starting when she was 7 years old, prosecutors said. He is accused of groping and trying to kiss a fourth victim on several occasions in 2006 when she was 11 years old.

Prosecutors said Wilson also forced a fifth girl, who was 11 at the time, to watch pornography in 2015.

Wilson was “the subject of an investigation by Chicago Public Schools for having inappropriate sexual conversations with minor students” in 2004 and 2009, according to court documents. He resigned from CPS in 2009 and the district’s law department places a “do not hire” designation in his file.

A CPS spokeswoman confirmed Wilson’s previous employment and said “he has not been employed by CPS since 2009,” but did not immediately specify which school or schools he worked in.

His next court date is set for Sept. 5, according to court records.

Someone called 911 asking for help shortly before 8 a.m. in the 300 block of East 53rd Street, according to Chicago police. Responding officers found the 70-year-old woman dead with stab wounds inside an apartment building.

The Cook County medical examiner’s office has not released details about the fatality.

Police said the stabbing appeared to be domestic in nature. A man was taken into custody and Area Central detectives are conducting a homicide investigation.

Reckless homicide, DUI charges filed in East Garfield Park hit-and-run

A man faces DUI and reckless homicide charges in a fatal hit-and-run crash from Tuesday in East Garfield Park.

Elijah Brown, 32, of the West Town neighborhood, allegedly struck a man walking in the bike lane about 12:40 p.m. in the 3900 block of West Lake Street, Chicago police said.

Brown’s vehicle then allegedly hit a parked vehicle, knocking it into a beam supporting the Green Line, police and the Chicago Transit Authority said. Brown allegedly drove away from the crash.

The victim, 59-year-old Davis Lee of the Lawndale neighborhood, was taken to Mt. Sinai Hospital, where he was pronounced dead, according to the Cook County medical examiner’s office.

Brown was arrested that day at 1:20 p.m. in the same block where he lives, police said.

He is charged with a felony count of reckless homicide, a felony count of aggravated DUI, a felony count of leaving the scene of a crash and two misdemeanor counts of DUI, police said.

Brown is scheduled to appear for a bail hearing on Friday, police said.
